Every repository that lints Markdown configures MD024 as siblings_only, because CHANGELOG files in Keep a Changelog format repeat Added and Fixed under each version heading. siblings_only permits that while still catching genuine duplicates inside one section. MD024 reports nothing here today; this keeps the shared baseline uniform so nobody has to re-derive it per repository. Closes #92
