Qdrant backend for GraphMemory dataplane sync (AITHER_FLEET_QDRANT_URL): TRUE two-way cross-agent memory — verified live with 2 agents (push + scroll rehydrate + tenant isolation). Replaces the Nexus path that couldn't enumerate.
