Tightened normal Cluster screen onroad checks to 100 ms and added immediate offroad exit conditions while preserving debug always-on modes. Introduced an optional state lifecycle to `TripReportTracker`, applied exclusively to live inputs for precise driving-report resets, freezes, and starts based on onroad edges, leaving replay and parser behavior intact. All tests passed, and no changes to Android, APKs, TCP interfaces, or simulation data occurred.
