refactor(effect): migrate Pi runtime boundaries

What changed

• move projected Kubernetes workload-token reads and ambient configuration behind Effect FileSystem and Config
• keep the Pi callback runtime bridge isolated in the shared legacy adapter tracked by chore(effect): remove legacy async and schema patterns and enforce Effect boundaries #103
• migrate the supervision guard configuration and message-delivery boundary to Effect with a typed error
• replace the two legacy suites with Effect-native characterization suites
• remove 35 pinned Effect migration findings without refreshing touched debt

Verification

• bun run build
• bun run typecheck
• bun run effect:check (398 TypeScript paths, zero violations)
• bun run effect:test (63 files, 349 tests)
• bun run effect:bun:test (2 Bun files / 6 tests plus 4 supervision tests)
• bun run site:test (27 files, 114 tests)
• isolated legacy Mate-runtime preamble test passed after a load-sensitive timeout in the broad local run

A broad local bun run test attempt was otherwise green but could not complete cleanly because the shared Docker daemon was occupied by an unrelated long-running image build, causing the existing OTEL collector Docker setup to time out. Required CI runs the complete check in a clean environment.
