Command key detected when the volume key event lacks it

On some Macs the volume key event reaches Volume Control without the Command key, even while Command is held; see #56. On those Macs, Command did not switch the volume keys between the music player and the system volume. Volume Control now also reads which modifier keys are held on the keyboard, and counts Command as pressed if either the event or the keyboard says so.

One change in behavior: if a tool such as BetterTouchTool or Karabiner-Elements sends a volume key for a shortcut that you hold Command for, Volume Control now treats it as Command + volume key.

The Last volume key press section of Copy Diagnostics shows both: "Command on the event" and "Command on the keyboard".
