MCP Control Plane v0.2.0

First public release of the topology-neutral MCP 2.0 control plane. Includes 13 MCP servers, stateless conformance coverage, project-scoped Agent Skills, CI, security scanning, and generic example configuration. Personal infrastructure values and unrelated game projects are intentionally excluded.
