Added

  • Optional deterministic local router with legacy, safe-default shadow,
    and explicit optimize policies; zero runtime dependencies and Markdown as
    the source of truth.
  • Strict request/observation/decision/scenario schemas, exact-cell bounded
    statistics, fully loaded scoring, conservative one-step VOI, and fail-closed
    quarantine/floor handling.
  • Read-only route, row-emitting observe, and sequential replay CLI
    commands with canonical hashes and explicit incomplete-outcome refusal.
  • Cross-platform algorithmic regression suite and a reproducible synthetic
    fixture. No real-workload benchmark or universal savings claim is implied.
