v0.1.0 - the register with boundaries

Ukraine's administrative register with geometry: 31744 places, and 98.9% of
them carry a boundary polygon and a centre point.

Built from the register the Ministry of Development published on 7 July 2026,
joined to OpenStreetMap as of 27 July 2026.

The 361 without geometry are 360 places in Crimea, where OpenStreetMap is
mapped under the Russian administrative scheme and the Ukrainian hromadas are
