Why rule-based instead of ML?

For constrained domains with medical accuracy requirements (CBT techniques have a small, well-defined output space from decades of research), rule-based keyword matching beats ML on: precision (no hallucinated reframes), zero latency, zero cost, zero privacy risk, and full explainability (the matched pattern IS the clinical reasoning).
