Add encode & auto-encode --verify, decoding the finished encode & failing on decode errors
or a duration mismatch with the input. ffmpeg can otherwise exit successfully having written
a result that is damaged or cut short, e.g. from a truncated input. The checks can be enabled
separately with --verify-decode & --verify-duration.
Add encode & auto-encode --fail-fast to stop the final encode at the first ffmpeg reported
error, which catches input decode errors that may leave no trace in the result.
Use ffmpeg (instead of SvtAv1EncApp) to find svt-av1 version for caching validity logic.
