Fixed
mcp_repair.py's Repairs issue (mcp_server_not_exposing_dev_tools) could fire as a false positive on a real restart and then never clear itself. The check only reran on SIGNAL_CONFIG_ENTRY_CHANGED (entry added/removed/updated) or at this integration's own setup - but mcp_server isn't in this integration's after_dependencies, so on a full restart its config entry can still be mid-setup when ha_dev_tools' own setup-time check runs, creating the issue even though mcp_server finishes loading and exposing dev_tools moments later. A plain successful setup completion doesn't fire SIGNAL_CONFIG_ENTRY_CHANGED (that's only for add/remove/update), so nothing was left to clear the stale issue. Now also rechecked once on EVENT_HOMEASSISTANT_STARTED, by which point every integration that loads at boot has had its chance to.
