Refactoring of delays on GUI buttons related to the battery, so those should be slightly more responsive.

Battery Max Charge

Revised how battery max charge level works. Fixed annoying "jump back" selection in GUI.

1. Makes restriction optional, command line parameter --restrict should be passed to enable.

Add pacman support for the Arch Linux.

Game mode update

I decided to try different decision maker for game mode.
Now it is more noisy, however, games keep bigger FPS. I think old one was doing thermal throttle on GPU with less noise.

Sufficient functional release.
When "Game Mode" is checked:

1. Program does "smart" control of the fan's boosting to prevent thermal throttling.
2. Program does "smart" control of Intel's "CPU turbo-boost" feature to prevent thermal throttling.

As bonus it can change maximum battery charge when charging stops.

No automated installers are provided.
