Breaking changes

• equidimensional_decomposition: the meaning of info_level has changed.
  1 now prints details of the multi-modular computation (over the
  rationals), and the previous computational details are printed with 2.
• Requires msolve 0.11.0 (msolve_jll 0.1100.0); the internal ccalls
  were adapted to msolve's new C interface (#161).

New features

• equidimensional_decomposition now works for ideals over the rationals,
  via a multi-modular algorithm (#159).
• New function leading_monomials, which computes the minimal generators
  of the leading monomial ideal, over prime fields and over the rationals
  (#148) by reducing modulo a random prime.
