OMP 18.0.9 NInfer beta 2

Public, auditable OMP source plus native early-access clients for OMP NInfer v0.2.

Each archive is paired with its hosted qualification receipt. The OMP NInfer product qualification separately binds live authenticated read-tool invocation, linked tool-result continuation, and exact final-answer behavior on all three clients.

The public source scan covered all 6,800 tracked files: zero private markers and zero unclassified credential material. This is a prerelease only; it does not replace the stable OMP channel or activate an inference route.
