Use Vulkan to run SDXL models
I have only tested sd_xl_base_1.0.safetensors and sdxl_vae.safetensors
A VAE must be supplied.
This is built on top of https://github.com/leejet/stable-diffusion.cpp via the Rust bindings in https://github.com/newfla/diffusion-rs
