Mission

Elevate the AltmanAI GitHub organization into a world-class human-first AI engineering, governance, security, and trust platform.

Reason

GitHub is a public accountability layer for AltmanAI. The organization must demonstrate security-by-design, transparent governance, reproducible engineering practices, and responsible AI development.

Plan

Implement through reviewed pull requests and documented proof:

Governance

• Establish repository ownership and decision hierarchy documentation
• Maintain human authorization requirements for consequential changes
• Ensure Master Ledger references exist for governance-critical milestones

Security Baseline

• Verify SECURITY.md coverage across public repositories
• Add/standardize CODEOWNERS where appropriate
• Add issue and pull request templates
• Add dependency and secret protection workflows where appropriate
• Review branch protection requirements

AI Engineering Standards

• Standardize AI system documentation
• Require capability claims, limitations, evaluation notes, and human review boundaries
• Add responsible release criteria

Developer Experience

• Improve README quality
• Standardize repository metadata
• Create contribution pathways for researchers and builders

Proof Requirements

Each implementation step should include:

• Pull request review
• Change summary
• Security impact
• Validation evidence
• Rollback path

Founder authorization ALL CLEAR FOR IMPACT has been recorded.

Implementation PR: #9

This phase adds:

• accountable CODEOWNERS controls;
• an AI-system change and evaluation issue form;
• a comprehensive AI System Card template;
• an evidence-based Release Governance Standard.

Validation completed:

• branch is 4 commits ahead and 0 behind main;
• PR is mergeable;
• change set contains only four new governance files;
• issue-form YAML was re-fetched from the review branch and structurally reviewed;
• no runtime code, secrets, dependencies, permissions, or production services are changed.

Rollback path: revert PR #9.

Infrastructure blocker

GitHub Actions runs failed before any step executed and returned no logs. This is tracked as DailyPilot-Engine issue #4. PR #3 remains open until hosted CI executes or an attributable exception is approved.

This preserves the AltmanAI rule that authorization does not waive evidence, security, or accurate reporting.
