Make special meteo conditions optional

*** BREAKING CHANGE
county_id: earlier versions defaulted to county_id 13 (Pest county). Starting from this version the special meteo conditions will not be shown if county_id is not specifically defined allowing users to discard this set of data (somehow related to 0-24h forecasts of these condtions).
