Replace the minimal eval from #99 with a three-layer suite (live serve cases that skip without ROCM_SSH_HOST, a deterministic compliance oracle, and 22 no-hardware self-tests) plus check_overrides.py, models_to_test.txt, and a mandatory Step 3b in SKILL.md. CI runs only the free oracle self-tests, so no API credits are spent.
