First release of the Lurker link-preview decoder. Fetches, scrapes, measures and (with ffmpeg) extracts video/audio poster frames on behalf of the cell, so the cell process never parses hostile bytes. Contract and rationale: LINK_PREVIEWS_ISOLATION.md in the lurker-dev tree.

Publishes ghcr.io/amiantos/lurker-previews:latest, :0.1.0, :0.1 (linux/amd64 + arm64), gated on the in-container test suite.
