timecode mismatch between Preservation and Access files

We came across a tape that had discontinuous timecode. The Preservation MKV file picked up the change between the first and second section, but it looks like the MP4 picked up the first section and just kept running instead of changing like the MKV did. I've attached the timecode.vtt file

vrecord can do non-continuous timecode in matroska but in MP4 for the access file it can only set the initial timecode, so subsequent timecode values in the mp4 are only correct if it's a basic incremental timecode. Should we just drop the timecode from the MP4? Add the timecode to the mp4 as a subtitle?
