- Add _ensureComSpec() to guarantee ComSpec env var in CLI spawn chain
  (Electron strips it; fixes spawn C:\Windows\system32\cmd.exe ENOENT)
- Fix resetAllMemory() to clear ALL scopes (agent + user + session)
  and reset state.masterProfile + state.resumeHashes
- taskService: inject ComSpec when spawning child processes
- Verification tree: add Node 0 (CLI pre-flight), 3.1 (memory reset),
  5.1 (AI conversation smoke) to smoke tier
