Proper Handling of Lebanon pre-alert Messages

A new Lebanon pre-alert message introduced different wording that broke the title-based categorization logic used for the website channel.

This release removes the fragile title-based categorization from the website channel entirely. Instead, pre-alert and end information now relies on the dedicated category data received from the other channels, which already provide explicit classification.
