Split Tunneling for apps does not work as intended on Windows 11.

Adding app to list that should not have access via VPN does not effect on Windows 11.

Reproduce:

1. Enable app split tunneling.
2. Add app, for example chrome bowser (chrome.exe) to list that should not have access via VPN.
3. Connect to VPN
4. Visit any site using chrome to review IP address

Expected: there should be IP address of own ISP
Actual: there IP address of VPN server

OS: Windows 11 pro 23H2 build 22631.4169
Amnezia client version: 4.8.1.9 (Sep 30 2024, f0903c3)

Disabling Wi-Fi adapter solves problem =(

Seems having more than one enabled network adapter breaks app split tunneling on windows.

Windows 11 + AmneziaWG + Split Tunneling for apps
Tested in several apps, restarted the service after changing split tunneling settings, and even rebooted.
= still doesn't work

And I don't have any other adapters:

A little different issue. Win 11 Home, Amnezia 4.8.5.0+ and self hosted VPN. The apps added to split tunneling (exceptions) have no access to internet (I can load only google.com in Firefox browser added as exception). Sites in split tunneling also do not load. When I turn off VPN those apps work ok and sites load normally.

Fixed that on one machine by updating Amnezia to the latest version. But can not fix this problem on my laptop.

Tried: changing different VPN servers, changing Firefox DNS and proxy settings, turning on/off vpn killswitch, turning on/off amnezia dns, removing antivirus and disabling firewall, manual routes, amnezia client reinstall, upgdate, downgrade and reset. Nothing fixed the issue.

With PIA split tunneling works fine on a same laptop. So it's probably Amnezia's issue.
