Queue tab in the master pane, and the /queue skill

The queue skill (/queue <prompt>, /queue list, /queue clear) ships with MasterDeck: a
UserPromptSubmit hook stores the prompt in ~/.claude/queue/<session id>.jsonl instead of
sending it, and a Stop hook runs the next one when a response ends. Setup installs the hooks;
an existing install under ~/.claude/hooks counts, so they are never doubled.

The master pane gets Master and Queue tabs. Queue shows the focused session's queue (or one
picked from the menu), refreshes while the session works through it, and can add, reorder,
remove and clear prompts. An idle session gets Send next now. Master's terminal stays attached
while the Queue tab is open.
