Fixed in v1.3.1 (commit b0dea12). Logging an NC on a sub-step now also flips the parent op to ON_HOLD, sibling sub-steps refuse to start while the op is held, and the auto-resume path walks back up to resume the parent once the NCs are dispositioned.
