feat: 0.10.0 — seed corpus + passable golden eval gate

Author the version-controlled seed corpus (20 statutes, 4 issuances,
3 cases) under data/seed, unblocking the golden eval gate for the first
time: every golden answer now resolves through real search tool plans,
with codal-faithful provision text (Family Code Art. 14 verbatim; RA
11058 >50 full-time safety officer rule correctly attributed to DO
198-18). Wire eval:all to the local corpus, forward PH_COMPLIANCE_*
env to the spawned server (SDK Windows whitelist), spawn the tsx CLI
shell-free, and make build:corpus deterministic via stale-file cleanup.
Add shared matching helpers plus drift locks (golden↔seed coverage,
generator↔seed byte-identity) so the gate cannot silently rot. Normalize
provision-no prefixes in get_provision; enforce the no-AI-attribution
commit rule via AGENTS.md and a commit-msg hook.
