feat: disable chat sidebar by default

Add new quilt patch to hide the chat sidebar from appearing in the
auxiliary bar by default. This improves the clean UI experience for
code-server users.

The patch comments out the chat view container and view descriptor
registration in chatParticipant.contribution.ts while keeping all
other chat services intact to prevent dependency errors.
