I put this under today's releases to be more clear that this is an LTS release and not the latest stable.

Put this right before `11.2.16` but after the latest stable and next releases so users don't think this is the latest and greatest. Also fixed a `0.0.0` version number that leaked in. `git blame` shows that this came from angular#22387, originally intended as the `10.2.4` release.
