What does this PR do?
RevertDock and TodoDock borders overlap the translucent Composer border, which darkens the rounded intersections. This adds an opt-in solid border underlay beneath the existing Composer elevation so the dock border is masked before the original translucent border is painted. It preserves the existing border geometry, radius, spacing, and elevation.
The v2 TodoDock surface is also aligned with RevertDock styling while retaining the legacy DockTray path.
