Transfer ``ansys-tools-path`` project into ``ansys-tools-common``

We should transfer this repo's logic/content into this one:

https://github.com/ansys/ansys-tools-path

Tasks:

• Migrate pyansys-tools-path implementation and tests
• Make sure to deprecate the old package (via warnings in the init.py file and star imports)
