I found a workaround for this! If you are on v2.0.71 and the prompt persists, you can disable it by running claude, entering /config, and setting Auto-install IDE extension to false. This stops the redundant environment check and hides the tip.

same think on phpstorm. I dont have pycharm and yet tis contantly telling me to install a plugin. Even thos its connected to the ide already via a plugin and can already see the file im looking at etc. Its a bug in claud code for sure.
