Remote Control connection fails to reconnect after rate limit resets

Bug Description

After hitting the usage limit ("You've hit your limit"), the Claude Code Remote Control connection cannot be re-established once the limit resets. The Remote Control becomes permanently disconnected for the session.

Steps to Reproduce

1. Start a Claude Code session with Remote Control connected
2. Use Claude Code until hitting the rate limit ("You've hit your limit")
3. Wait for the limit to reset
4. Attempt to continue using Claude Code — Remote Control connection is broken and does not reconnect

Expected Behavior

After the rate limit resets, the Remote Control connection should automatically reconnect or allow manual reconnection, and the session should resume normally.

Actual Behavior

The Remote Control connection remains broken after the limit resets. Unable to reconnect without restarting the entire session.
