What's Wrong?

Claude Code CLI throws a 400 API error with message "You're out of extra usage" even when the user has sufficient Claude.ai Pro plan credits and has not exceeded any usage limits. The error occurs mid-session without warning.

What Should Happen?

Claude Code CLI should continue working normally as long as the user is within their Pro plan limits. If usage is genuinely exhausted, the error message should clearly distinguish between:

Claude.ai chat usage
Claude Code CLI usage

And should not show this error when the user still has available credits/quota. Previously, Claude Code worked without hitting this error under the same usage conditions.

Steps to Reproduce

1. Have an active Claude.ai Pro subscription
2. Open terminal and run Claude Code CLI (claude)
3. Start a coding task or conversation
4. After some usage, the following error appears without warning:

• Extra Usage toggle is OFF — error should not appear when limits aren't hit

• This behavior was not present in earlier versions

• The error message is misleading — it suggests buying more credits

• Claude.ai chat interface works fine; issue is specific to Claude Code CLI

Steps to Reproduce

1. Have an active Claude subscription with extra usage disabled
2. Open Claude Code CLI in terminal
3. Send any message
4. Receive the "out of extra usage" error

Expected Behavior

The CLI should use the regular plan allowance (which has plenty of remaining capacity) and respond normally.

Actual Behavior

The CLI rejects all requests with a 400 error referencing extra usage, even though extra usage is disabled and plan limits are not reached.

Notes

• Claude Code in VS Code extension works fine with the same account at the same time
• Restarting the CLI does not resolve the issue
• The error persists across new sessions

upgrading v2.1.25 to v2.1.96 solved the problem for me

Same issue here on Claude Max plan (not Pro).

Usage dashboard shows:

• Current session: ~25% used
• Weekly (all models): ~49% used
• Extra usage: OFF, $0.00 spent, $199.98 balance

Claude Code v2.1.96 on Windows throws the same 400 error immediately on the first message of a new session even on claude logout.

Workaround that worked: enabling the Extra Usage toggle. After turning it ON, Claude Code cli worked normally.

This should not be required for Max plan users who are well within their limits. The error message is misleading and the behavior appears to be a regression

Same issue here on Claude Max 5x plan (Claude code through terminal in macOS v2.1.7).

Usage dashboard shows:

• Current session: 1% used
• Weekly (all models): 3% used
• Extra usage: $0.28 / $75.00 spent ($74.72 remaining)

Claude Code throws the 400 error immediately regardless of usage levels. Logout/login does not resolve it.Turning extra usage on works, but it then drains my extra usage credits rather than my normal usage tokens.
