✅ Resolved

Root Cause: The device was enrolled in an MDM (Mobile Device Management) system — in my case, ***** University's Microsoft Intune MDM. This was silently enforcing Group Policy that blocked Developer Mode, which is required for Cowork's MSIX installation.

The key indicator was:

WorkplaceTenantName : ****** University
WorkplaceMdmUrl     : https://enrollment.manage.microsoft.com/enrollmentserver/discovery.svc
AllowDevelopmentWithoutDevLicense : 0  (forced by MDM, resets after gpupdate)

Fix:

1. Go to Settings → Accounts → Access work or school
2. Select the Work/School account and click Disconnect
3. Restart the device
4. Enable Developer Mode in Settings → Privacy & Security → For Developers
5. Re-run ClaudeSetup.exe

Installation completed successfully after disconnecting the MDM enrollment.

Suggestion for Anthropic: The installer could detect MDM enrollment and surface a clearer error message explaining why Developer Mode cannot be enabled, rather than a generic HRESULT error. This would save users significant troubleshooting time.
