Push notifications broken - mobile devices not receiving notifications

Description

Push notifications from Claude Code are not being delivered to linked mobile devices.

Steps to reproduce

1. Link a mobile device (iPhone) to Claude Code via the Claude iOS app
2. Enable push notifications via /config → "Push when Claude decides"
3. Run a long-running task in Claude Code
4. No push notification is received on the device

Expected behavior

Mobile device receives a push notification when Claude completes a task or needs input.

Actual behavior

No notifications are delivered. The device appears linked but notifications do not arrive.

Environment

• Platform: Windows 11
• Claude Code version: (latest)
• Device: iPhone (iOS)

Additional context

Related: The Claude iPad app does not show a "Claude Code" section at all (only iPhone does), so iPad cannot be linked to Claude Code remote control sessions. This may be a separate issue but could share the same underlying cause.

Same issue using Claude code in terminal and on Macbook desktop app with iPhone. This does not appear to work even with laterst versions of claude.
