[BUG] Installation fails with HRESULT 0x80073D28 - Package stuck in Servicing state due to CoworkVMService conflict

What's Wrong?

Environment

• Windows 11 Pro (Build 26200) x64

Problem

Claude Desktop cannot be installed or updated.
Package Claude_1.7196.3.0_x64__pzs8sxrjxfjjc is stuck
in "Servicing" status in Windows AppRepository.

Root Cause (suspected)

CoworkVMService was force-stopped due to usage limits.
A subsequent auto-update triggered MSIX package staging
that timed out after 5 minutes, leaving the package
permanently frozen in Servicing state.

Error

HRESULT 0x80073D28 - "Installing packaged services
requires administrator privileges"

Attempted fixes (all failed)

• Remove-AppxPackage (PowerShell)
• DISM provisioned package removal
• Registry cleanup (AppxAllUserStore)
• Physical file deletion via takeown
• AppXSvc restart
• System reboot

Additional info

CoworkVMService removal always fails with "Access is denied"

Environment: Windows 11, elevated PowerShell (Admin), no antivirus other than
Windows Defender, not domain-joined.

Installer error:
Installation failed: AddPackage failed: AddPackage failed with HRESULT 0x80073D28

Steps attempted (all failed to change the Servicing state):

• CoworkVMService existed and initially blocked with "Access is denied" on
  sc.exe delete (OpenService error 5). Took ownership of the registry key
  (HKLM\SYSTEM\CurrentControlSet\Services\CoworkVMService) via regedit,
  granted Administrators Full Control, deleted the key successfully.
  This did NOT resolve the AddPackage failure.
• Remove-AppxPackage -Package "Claude_1.19367.0.0_x64__pzs8sxrjxfjjc" -AllUsers
  -> returns with no error, but Get-AppxPackage still reports Status: Servicing
  immediately afterward (silent no-op, same as reported elsewhere in this thread).
• Confirmed no lingering Setup process before retrying
  (Get-Process | Where-Object {$_.ProcessName -like "ClaudeSetup*"} -> empty).
• Full machine reboot between attempts -> Servicing state persists.
• Test-Path on
  HKLM:\SOFTWARE\Microsoft\Windows\CurrentVersion\Appx\AppxAllUserStore\Applications\Claude_1.19367.0.0_x64__pzs8sxrjxfjjc

This matches the "registry key missing, package still reports Servicing,

case CoworkVMService did exist initially (unlike #53504) and had to be
manually removed via registry ACL changes before I could even get this far -
closer to the #51132 pattern.

Would appreciate either a recovery utility, or confirmation of a safe manual
procedure to recreate the missing AppxAllUserStore registry entry so
Remove-AppxPackage can actually act on it.

Hit the identical failure signature described here and in #53504 / #51132 on
Windows 11 Pro (build 26200), Claude Desktop 1.24012.1.0. Fully recovered
without a new user profile or OS reinstall. The generic 0x80073D28 was
masking three separate blockers, each hidden behind the previous one:

Layer 1 — Package stuck in Servicing status

Get-AppxPackage -AllUsers *claude* showed Status: Servicing.
Remove-AppxPackage silently no-ops in this state and AddPackage fails
immediately. Fix — clear the stale StateChange entry, restart deployment
services:

Then reboot (SCM only drops the definition at boot). Installer log confirmed
Conflicting service: false afterward.

Layer 3 (root cause of the final failures) — package staged under SYSTEM

This is the part I haven't seen in any of the existing reports. After all
user registrations were removed, the package remained with:

PackageUserInformation : {S-1-5-18 [S-1-5-18]: Staged}

A SYSTEM-staged payload is skipped by every normal removal path, which is
why Remove-AppxPackage -AllUsers kept silently succeeding while changing
nothing, and why AddPackage kept failing with 0x80073D28 (collision on the
packaged-service registration). Fix — EndOfLife key targeting the SYSTEM SID:

   (0x80073CFA, requires developer mode; relying on in-place update) and
   never falls back to a plain RemovePackage, so it can never clear this
   state itself.
2. The pre-install check doesn't detect Servicing status or SYSTEM-staged
   (S-1-5-18: Staged) packages — surfacing either in the error dialog would
   have saved hours, since 0x80073D28 alone points at admin rights, which
   isn't the issue.
3. The "install without Cowork" fallback works as an escape hatch, but a
   documented recovery procedure (or a --force-clean installer flag) would
   resolve the four+ duplicate issues reporting this pattern.

I hit this exact failure on Windows 11 Pro (build 10.0.26200) and dug in further — posting the full diagnostic trail in case it helps narrow down the root cause.

Sequence of failures:

1. Initial installs failed with 0x80073CFF, with the log showing WARNING: CoworkVMService already exists (potential conflict) and WARNING: failed to remove conflicting service: could not open CoworkVMService: Access is denied.
2. Manually removed the stuck service (sc.exe delete CoworkVMService from an admin prompt) and rebooted. The conflicting-service warning cleared.
3. Installs then began failing with 0x80073D28 instead, with the installer reporting it needed to remove an existing package (Claude_1.26832.0.0_x64__pzs8sxrjxfjjc) first.
4. Checked for that package at every scope:
   • Get-AppxPackage *Claude*
   • Get-AppxPackage -AllUsers *Claude*
   • Get-AppxProvisionedPackage -Online | Where-Object DisplayName -like "*Claude*"
     All three returned completely empty. No trace of the package anywhere standard tooling can see, yet the installer still detects and fails on it.
5. Downloaded the MSIX directly (bypassing the ClaudeSetup.exe bootstrapper) and tried Add-AppxPackage -Path directly from an admin PowerShell. This produced a much more specific error:

   error 0x80073D28: Cannot register the Claude_1.26832.0.0_x64__pzs8sxrjxfjjc package. Administrator privileges required to install packaged service (0x80073d28)
   

6. Tried the machine-wide provisioning path instead: Add-AppxProvisionedPackage -Online -PackagePath ... -SkipLicense -Regions "all". This failed differently: To install this application you need either a Windows developer license or a sideloading-enabled system.
7. Verified sideloading is fully enabled at every level:
   • HKLM:\SOFTWARE\Microsoft\Windows\CurrentVersion\AppModelUnlock shows both AllowAllTrustedApps and AllowDevelopmentWithoutDevLicense set to 1
   • Group Policy "Allow all trusted apps to install" is Enabled
   • Rebooted after each change
     Still no change in behavior.

My read on the root cause: the MSIX bundles a Windows Service (CoworkVMService). Packaged Windows services are a restricted capability in the AppX/MSIX model — normal sideloading (even with every flag enabled) isn't sufficient to register a package containing a service; that typically requires either Store distribution or an MDM/Intune-enrolled device with a policy explicitly granting restricted capabilities. That would explain both distinct errors above: Add-AppxPackage gets far enough to hit the service-registration wall specifically, while Add-AppxProvisionedPackage fails an earlier sideloading gate that behaves differently for service-bearing packages.

If that's right, this isn't something fixable from the client side at all for a non-MDM-enrolled personal/Pro machine — it'd need either a packaging change (splitting the service into a separate, properly-provisioned component) or clear documentation that Cowork on Windows currently requires MDM enrollment / Store distribution, with a genuinely working "install without Cowork" fallback for everyone else (the fallback button referenced in the error dialog doesn't render, per #62116 and others).
