[BUG] Claude Desktop installer fails on Windows Home — no fallback "Install without Cowork" option shown

Environment

• OS: Windows 11 Home (CoreSingleLanguage), build 10.0.26200, x64
• Installer version: Claude Setup.exe downloaded May 25, 2026
• Installer HRESULT: 0x80073CFF

Claude Desktop installer fails with AddPackage failed with HRESULT 0x80073CFF and shows only an OK button — the documented fallback option "Install without Cowork" never appears. Clicking OK closes the installer entirely with no recovery path.

This is a regression. I was actively using Cowork on this same machine (Windows Home) until approximately the week of May 18, 2026, when an auto-update broke the installation. Since then I cannot reinstall Claude Desktop at all — neither with nor without Cowork.

What Should Happen?

Installer should offer "Install without Cowork" fallback so users on Windows Home can still use Claude Desktop for regular chat.

Confirmed working fix for the 0x80073D28 / Cowork service registration deadlock

Environment: Windows 11 Home, Version 25H2, Build 26200.8894

the below is created by Claude to help me condense it into language you would all understand. I don't understand a lot of it. (OF bote, Claude couldn't figure it out, but gemini did). Hope this helps.

Hit this exact issue. Standard installer (Claude-Setup.exe) consistently failed with:

AddPackage failed: AddPackage failed with HRESULT 0x80073D28
Administrator access is required to install Claude with full features. You can try again or install without Cowork.

Note: no actual "install without Cowork" option/button was ever presented — that message appears to be dead-end text (see #62116).

What didn't work:

• Get-AppxPackage -AllUsers | Remove-AppxPackage -AllUsers — silently no-ops
• sc.exe stop/delete CoworkVMService — service doesn't exist as installed (1060)
• Deleting %LOCALAPPDATA%\AnthropicClaude, %LOCALAPPDATA%\SquirrelTemp
• Rebooting between attempts
• Add-AppxPackage -Path pointed at the .exe installer — fails, not a valid package (0x80073CF0)
• Add-AppxProvisionedPackage -Online -PackagePath <exe> — fails, needs a raw .msix (0x8051100f)
• Add-AppxPackage -Path <msix> after removing the stale package — still fails with 0x80073D28

What actually fixed it, from an Administrator PowerShell:

Remove-AppxPackage -Package "Claude_pzs8sxrjxfjjc" -ErrorAction SilentlyContinue
Add-AppxProvisionedPackage -Online -PackagePath "$env:USERPROFILE\Downloads\Claude.msix" -SkipLicense

Then reboot, then launch from Start Menu.

Root cause as far as I can tell: per-user AddPackage/Add-AppxPackage can't register the bundled CoworkVMService, even elevated. Add-AppxProvisionedPackage -Online provisions at the system level and bypasses that. This needs the raw .msix, not the .exe wrapper — most users won't have this file readily. Worth Anthropic either fixing the per-user registration path, or officially offering a raw .msix fallback download for this scenario.

⚠️ Separate flag: while troubleshooting, an AI assistant (Google Gemini) suggested downloading an MSIX from a link described as "Anthropic's enterprise server" — I don't believe this is a real/verifiable official source. Worth a support-doc callout warning users to only get installers from claude.ai/download, since people hitting this bug and asking AI chatbots for help may get steered to unverified links.
