Feature request: Add Hebrew to voice dictation + RTL support in the terminal input line

Summary: Hebrew-speaking Claude Code user on Windows 11. Two limitations significantly hurt usability and accessibility for Hebrew (and Arabic) speakers.

1. Voice dictation — Hebrew is not supported

The current set covers ~20 languages (English, French, German, Russian, Japanese, etc.) but neither Hebrew nor Arabic. Setting language: "he" falls back to English. Please add Hebrew (and ideally Arabic) to the supported dictation languages.

2. The terminal input line is LTR-only

Hebrew text (and any RTL script, including Arabic) reverses and misplaces the cursor in the prompt input, due to a Node Readline limitation. I currently have to compose Hebrew in an external VS Code editor (EDITOR + Ctrl+G) and paste it. Please add native RTL support in the input line.

Why it matters

Together these mean Hebrew/Arabic speakers can neither dictate by voice nor type comfortably in their native language — an accessibility and parity gap versus other supported languages.

Platform: Windows 11.
Current workaround: composing Hebrew in an external VS Code editor; voice dictation in English only.

Concrete examples (Windows 11, Claude Code in Windows Terminal):

1. RTL input-line reversal (the LTR-only prompt)

Typing a normal mixed Hebrew + code prompt such as:

תקן את הבאג בקובץ main.py בשורה 42

In the LTR Readline input the Hebrew renders in reversed/logical order, and the embedded Latin tokens (main.py, 42) land in the wrong position relative to the Hebrew. The caret jumps to the opposite side, so moving the cursor mid-string or editing a word in the middle is effectively impossible — you can't tell where the insertion point actually is. Pure-Hebrew lines reverse as well. This is exactly why I compose in an external editor (EDITOR + Ctrl+G) and paste instead of typing in the prompt.

2. Voice dictation falls back to English

With language: "he" configured, enabling voice warns that Hebrew is unsupported and transcribes using English instead — so a spoken Hebrew sentence becomes wrong/garbled English text. There is no Hebrew speech-to-text path at all.

Together these block native-language use end to end: a Hebrew speaker can neither type comfortably in the prompt nor dictate by voice. Adding Hebrew to the dictation language set and native RTL handling in the input line would close both gaps. (Arabic — also RTL and also absent from the dictation list — would benefit from the same fixes.)
