[Bug] Claude Code cloud sessions fail with execution error on all requests

Bug Description
Claude Code cloud sessions and routines fail 100% with "An error occurred while executing Claude Code" on every session, including just typing "hi". Fails before any user message. CLI and Claude.ai chat both work fine on the same account. Tried: new sessions, sign out/in, no repo, Network access set to Full. Still fails. Appears to be the server-side Claude Code Web/cloud execution layer.
