Artifact cannot be shared publicly: "This version can't be shared publicly" persists across republishes (Max plan)

Environment: Claude Code CLI on Linux, Max plan (individual). Artifact ID: b72906a4-60cb-44c7-a6bf-fbf91843cf64.

Description: An artifact published from a Claude Code session via the Artifact tool cannot be shared publicly. The share dialog shows: "This version can't be shared publicly. Publish a new version or change the shared version, then try again." The version picker briefly appears, is locked to "latest", and is not interactive.

The artifact: small (~25 KB) self-contained static HTML document with one inline SVG diagram. No scripts, no declared runtime capabilities, no MCP connectors — nowhere near size limits.

Steps to reproduce:

1. Publish an artifact from a Claude Code session (Artifact tool).
2. Open the artifact page, click Share, attempt to share publicly.
3. Error appears; version picker locked to "latest".

Attempted remediation (all failed):

• Republished new versions from the same session (multiple times) — same error.
• Tried the share flow in an incognito window — same error.
• Plan is Max, so the Team/Enterprise external-sharing policy does not apply.

Possibly related: #79824 (share fails across republishes), #82551 (locked version picker).

I hit the exact same error today (This version can't be shared publicly, version picker locked to "latest", Pro plan individual — same symptom as reported here, so this isn't Team/Enterprise-specific).

Found the trigger in my case: an embedded data:image/svg+xml,... URI used as a CSS background-image (an inline SVG checkmark icon on a checklist element). The artifact was a small (~25KB) self-contained static HTML report, no scripts, no declared runtime capabilities — very similar profile to the one described here.

Bisection steps that got me there:

1. A trivial one-line HTML artifact shared fine → ruled out account/workspace policy.
2. Same content with the <style> block stripped out shared fine → confirmed it was CSS, not text/links.
3. Went looking for anything embedded/dynamic in the CSS and found a data:image/svg+xml data URI used as a background-image for a checkbox icon.
4. Replaced it with a plain CSS-drawn checkmark (a content: "✓" character instead of the embedded SVG) — republished, and public sharing worked immediately.

Worth checking if your artifact has any embedded data: URIs (inline SVGs, base64 images/fonts) in its CSS or HTML — that seems to trip whatever review gate blocks the public-share toggle. Not 100% sure it's the only trigger, but it was reproducible in my case across multiple republishes until removed.
