Automated release for opencode-skill-creator v0.3.2.

What's changed

skill_serve_review now opens the eval review page with a platform-specific launcher instead of the hardcoded macOS open:

• macOS: open <url>
• Linux / other Unix: xdg-open <url>
• Windows: cmd /c start "" <url>

A new exported browserOpenCommand(url, platform) selects the command and arguments. defaultOpenBrowser uses it and also routes synchronous spawn failures through onError, on top of the existing asynchronous error listener. A missing launcher stays best-effort: the review server remains up and reports the manual URL. The interactive default (openBrowser: true) is unchanged; automated callers still opt out via openBrowser: false / OPENCODE_SKILL_CREATOR_OPEN_BROWSER=0.
