Windows TX and RX executables v1.0.0

Windows 64-bit executables for the COSMOS webcam image transmitter and receiver.

Download COSMOS-Windows-x64.zip, extract it, and edit config.json with your Pluto SDR addresses and webcam index. Run RX.exe on the receiver PC and TX.exe on the transmitter PC. Python and the libiio runtime are bundled. Setup instructions are included in README-Windows.txt.

Both executables passed Windows startup checks for the bundled libraries, libiio, FFmpeg, and plot creation. Actual transmission still needs testing with Pluto hardware. The executables are unsigned; Pluto Windows drivers may be required.
