Highlights

• Fixed the bootstrap X account so deleting the default static x-default account disables auto-recreation on future restarts.
• This prevents the default X account from reappearing after redeploys when the database is otherwise intact.

Included changes

• Persisted a bootstrap-disable flag in settings when deleting the static default X account.
• Updated server startup to respect that flag before bootstrapping X from env credentials.
• Added regression tests for delete-and-disable and startup behavior.
