Submission validation fix for Thunderbird 140 and later.

  • Declares that Reply Monitor does not collect or transmit data.
  • Adds the required Firefox built-in data collection consent metadata.

Reply Monitor stores tracking data locally in Thunderbird and never sends messages automatically.
