  ontology-derived not_applicable or explicit unknown. It preserves the
  canonical handoff digest and never emits a physics label, classifier result,

• Release-candidate quality gates now track the complete public API-page
  inventory, enforce NumPy-style contracts across reactor-semantic callables,
  and record responsibility reviews for cohesive modules above the size-review
  threshold.
• The 1.3.1 package metadata retains Python >=3.11,<3.14 and
  index-compatible dependency declarations so downstream projects can consume
