  yields distinct request identities and transfers no physical sample, phase,

• A fifth sealed L3 request now binds only
  laser_icf_fast_or_shock_ignition to the exact SCPN-ICF-LASER-CORE review.
  Shared laser-plan custody produces a request identity distinct from direct
  drive and transfers no physical evidence, phase, validity, CONTROL
  admission, execution, or actuation authority.

Fixed

• Public generic and MIF semantic-handoff byte decoders now resolve an omitted
  reactor registry only from the exact allowlisted version-and-digest pair in
  the sealed payload. Historical 1.0.0 bytes remain readable alongside current
  1.1.0 bytes without consumer-side JSON parsing, while explicit mismatches and
  unknown releases still fail closed.
