scpn-quantum-control v1.2.0 — qualification, provider certification and licence hygiene
LatestSCPN Quantum Control 1.2.0 is a backward-compatible minor release containing the work since 1.1.0: source-bound qualification, certified QSP phase synthesis, offline provider-matrix certification, descriptive naming, documentation completion, provider and count-handling fixes, and licence hygiene.

Drift withdraws only recorded passes; a recorded failure stays visible. Engineering passes never promote a scientific or hardware claim. phase.qsp_phases) with node-residual, supremum-error and completion certificates, plus Jacobi-Anger targets for QSVT Hamiltonian simulation. scpn-provider-certification: an offline, credential-free certification of the publicly claimed HAL provider matrix against eight criteria.- Repository-wide tool-version alignment across hooks, pins, ranges, workflow inputs and setup commands.

- Internal work-item codes are replaced by descriptive names across modules, public symbols, serialised keys, evidence identifiers and CI labels; direct consumers of the former names must migrate.
- NumPy-convention documentation and exact quality gates completed for more than fifty public modules.
- The preregistration page states the procedure actually followed (protocol committed and pushed before the first submission; no third-party registry). Three exploratory notebooks and the KYMA v2 campaign note state what they show; the KYMA v2 J/task figures are labelled as an energy proxy.

- Provider and HAL boundaries: device-bound IQM compilation, reported device and shot count for asynchronous IBM submissions, job-handle resolution across Qiskit Runtime, AWS Braket, Azure, qBraid and Strangeworks, and responses bound to the requested job.
- Counts and results: measurement mapping preserved under zero-noise folding, readout counts placed by label position, exact large counts and shot totals, logical-wire bitstring replay.
- The binary MPC tracking cost is evaluated on the vector residual.

Claim boundary
This release does not claim broad quantum advantage, device execution beyond recorded hardware rows, or scientific promotion from engineering passes. Hardware result rows keep their existing custody and claim status.
