A directed-only waiter (synapse wait --directed-only) is no longer woken by a
priority or CEO message addressed to a different agent. The priority flag and a
priority sender now elevate only a message that still reaches the waiter — a broadcast,
or one addressed to it — so a flagged announcement or a CEO directive still wakes a
quiet waiter promptly, while a priority message directed at one agent no longer wakes
every directed-only waiter on the bus.
On a multi-seat project, a <project>/<seat> directed-only waiter is no longer woken by
every message addressed to the bare <project>. A bare-project message is now treated
as a routine project-level broadcast for a seat — it still appears in the seat's inbox,
and a CEO or priority project message still wakes it, but routine project traffic does
not. A sole agent that wants project-addressed messages to wake it connects with --for <project> (the default for the syn-wait wrapper).
