  setup and integration commands (init, install-shell-hook, shell-hook, arm, adapters,
  worker-session), the advisory governance commands (identity audit, acl shadow, policy-check,
  federation, encrypt-key), and the experimental sandbox and workflow surfaces. synapse health
  is documented as silent by design (it reports through its exit code), contrasted with synapse doctor.
