synapse who, synapse status, synapse state, and synapse dashboard now accept
repeatable --observed-peer HUB=URI flags. Each peer is fetched through the existing
multi-hub event-log pull, folded into an advisory observed@HUB view, and rendered as
peer rows, observed claim counts, dashboard JSON/HTML data, or status counters without
mutating local claims or granting local authority.
